MONROE, CT — A man accused of leaving his dog behind, most likely without food and water for days, after being evicted from a house on Elm Street turned himself in on a warrant for one count of cruelty to animals Wednesday night, according to police. Police said Monroe Animal Control responded to the house on Aug. 2 and took control of the white pit bull, which showed signs of neglect, and began the process of trying to find the evicted owner, William J.
