MONROE, CT — State Sen. Kevin Kelly, R-21st, did not take the oath of office for a new term, because Gov. Ned Lamont will reportedly nominate him for a Superior Court judgeship, setting the stage for a special election to fill his vacancy.

The 21st District represents Shelton, most of Stratford and parts of Monroe and Seymour. The special election is scheduled for Tuesday, Feb. 25, Lamont announced.

The seat became vacant effective January 7, 2025 upon Kelly’s resignation. He was first elected as senator of the 21st District in 2011 and is a former minority leader of the state senate.

Under state law, the governor is required to issue a writ of special election within 10 days of a seat in the General Assembly becoming vacant, and a special election must be held 46 days after the writ is issued. Lamont issued the writ for Kelly’s vacant seat on Friday.
